The Canadian Graded Stakes Committee met in December 2003 and reviewed 152 unrestricted Canadian stake races with a purse of at least $40,000 and assigned graded status to 38 of them.

One race was downgraded from a GI to a GII – the Selene Stakes. Two races were downgraded from a GII to a GIII – the British Columbia Derby and the Nassau Stakes. Three races were downgraded to listed races – the Alberta Derby, the Manitoba Derby and the Ontario Derby. Only one new race was upgraded to a GIII from a listed race - the Seaway Stakes.

To qualify for graded status in Canada in 2004, races must carry a minimum purse of $250,000 for GI eligibility, $150,000 for GII eligibility and $100,000 for GIII eligibility.
